Responsibilities of the Chief City Architect

The Office of the Chief City Architect performs professional and other activities in order to carry out the function of the Chief City Architect in reference to:
1)    monitoring and application of regulations in the area of planned space and building construction: commenting on the laws and other regulations within the scope of the Office;
2)    drafting and carrying out the Office’s work programme and other programme-related and planned legislation within the competences of the Office; monitoring and implementation of state planned legislation within the scope of the Office;
3)    making policy, strategies, projects, and programmes with the aim of improving the quality and culture of spatial and architectural shaping, and creating high-value constructed spaces;
4)    preparation of the Office’s work programme, local strategies, and other programme-related and planned legislation within the scope of the Office;
5)    adoption of decisions on the harmonisation of facilities with the guidelines for harmonisation of the external appearance of facilities from planned documents;
6)    delegated tasks of providing approval for draft decisions regarding buildings, squares, and other public spaces in settlements, compliance control of draft decisions with urban projects in accordance with the law, the prescribing of guidelines for the harmonisation of the external appearance of illegal constructions, and making project tasks for urban projects;
7)    delivering draft decisions, requests from investors for providing approval, and giving the approval of the Chief State Architect, in accordance with the law;
8)    preparing and delivering information for managing and updating the website;
9)    the administrative procedure for free access to information within its scope and other administrative procedures within its competence;
10)    acting on the initiatives of citizens within the scope of the Office;
11)    preparing reports on activities and other information and technical materials for the Assembly, the Mayor, state administration bodies, the media, etc. within the scope of the Office;
12)    preparation of the annual report for the Chief Administrator regarding the solution of administrative tasks within its competence, the exercising of the principle of transparency by announcing prescribed legislation on the website of the Capital City of Podgorica, regarding collaboration with NGOs, and preparation of other reports within the scope of the Office in accordance with the law;
13)    keeping prescribed records and securing the documentation of the Office;
14)    preparation of information for the media within its scope and delivering it to the Public Relations Office for drafting and public announcement, on the website and on social media;
15)    other activities within its scope, in accordance with the law and other regulations.
